RESOLUTION NO. R-2007-1177
A RESOLUTION CREATING THE WASHINGTON COUNTY ARTS COUNCIL FOR FOSTERING AND ENCOURAGING THE FINE AND PERFORMING ARTS IN WASHINGTON COUNTY; PROVIDING FOR ORGANIZATION OF THE COUNCIL; AND DESCRIBING ITS ACTIVITIES AND FUNCTIONS
WHEREAS, pursuant to Utah Code Annotated, § 17-50-320 (1953, as amended), Washington County may provide for and appropriate funds for the support of the arts, including music, dance, theatre, crafts, folk and literary art, for the purpose of enriching the lives of its residents; and
WHEREAS, Washington County and its citizens will benefit greatly from an arts council that will foster and encourage the fine and performing arts within the County.
NOW, THEREFORE, at a regular meeting of the legislative body of Washington County, Utah, duly called, noticed, and held on the 18th day of September 2007, upon motion duly made and seconded, it is unanimously RESOLVED as follows:
- Washington County does hereby create a county arts council to foster, encourage and promote fine arts in the County for the purpose of enriching the lives of its residents.
- The arts council shall be known as the Washington County Arts Council (“Council”).
- The Council shall further the development and public awareness of and participation in the fine and performing arts and to act in an advisory capacity to the Washington County Commission in connection with the artistic and cultural development of the County.
- It is intended that initially the Council shall focus on the visual arts and render assistance to existing local art groups and artists to strengthen their programs through technical assistance, cooperative planning and promotion.
- The Council subsequently will extend its scope to all of the arts, including but not limited to music, dance, theatre, crafts, folk and literary art.
- The Council shall recommend guidelines to the Washington County Commission (“Commission”) for the support of the arts and shall assist the Commission in cultural planning and policies.
- The Council shall render assistance to local schools to improve the quality of arts education at elementary, secondary and college levels.
- The Council shall support existing arts activities and assess future needs of the County for art activities.
- The Council shall recommend to the Commission the need for financial and logistic support when deemed advisable.
- The Council shall assist and oversee the availability and application for grant monies and the solicitation of matching funds from the community where necessary.
- The Council shall maintain contact with the state and federal agencies and councils that provide assistance to the arts.
VOTED UPON AND PASSED BY THE WASHINGTON COUNTY COMMISSION AT A REGULAR MEETING OF THE WASHINGTON COUNTY COMMISSION HELD ON THE 18TH DAY OF SEPTEMBER 2007.
